BARNS OMITTED FROM SENATE AG BILL
Supporters Must Prepare Plan for '04 Campaign

This year, although Congress enacted legislation to create an historic barn
preservation program, they declined to fund it. Both the House
and Senate Agriculture Appropriations Subcommittees have completed work on
their FY '03 funding bills and neither included money for historic barns.
This is not unusual. Rarely are new programs granted appropriations in the
same year that they are authorized.

Historic barn advocates should celebrate the creation of the program and
work to educate congressional members, especially appropriators, about its
attributes. Preservation Action, working with the National Trust and
NCSHPO, will develop a lobby plan for the coming year. If your member sits
on the Agriculture Appropriations Committee your advocacy will be especially
important. In the meantime, take every opportunity to introduce your
member to the issue in his or her district. Visits to specific barns or
tours of agricultural regions to demonstrate the need will be especially
important. In Iowa, advocates for the Slayton Farms Round Barn have
created a web page to tell the story of their historic barn. Visit
